DECISIONS/AGREEMENTS:
- OCCUR Proposal to seek Casey financial support for the District Profiles
- The Planning Committee supports the development of a profile for the LSA.
- The group strongly recommends that the profile be translated into the major languages of the LSA.
- OCCUR will make a presentation to the LSAC at its April meeting for the group to take action on endorsing their proposal to Casey.
- Karen Stevenson’s Proposal to provide “Spokepersons” Training for LSAC
- The Planning Committee supports the proposal for spokesperson training
- Karen, Bart and Fred will develop talking points about Making Connections and the foundation from the Casey perspective.
- Karen will draft a set of talking points from the LSAC perspective using LSAC documents.
- Karen will present the draft talking points to the Planning Committee at its next meeting.
- Karen should proceed to schedule 4-6 training sessions, beginning in May.
- Madge Sinclaire on Soulbeat Program and Parent Stress Services
- The Planning Committee supports the idea of doing a regular television show on the work of the LSAC.
- The Planning Committee decided to refer the television show issue to the Newspaper Committee for them to determine if they are willing to take on coordination of the show
- The Newspaper Committee should report back their decision to the Planning Committee
- Time should be provided on a future agenda for Madge to present the services of the Parent Stress Services to the LSAC. She should contact individual organizations regarding partnering with them.
- LSAC Retreat
- The Planning Committee agreed to focus the next retreat on the issue of resident engagement and organizing, using the services of Bill Traynor, a Casey consultant.
- The retreat will also discuss on outcomes and goals for resident engagement and organizing, learn about effective strategies from Traynor, and obtain his assistance in developing strategies for the LSAC organizing efforts.
- Fred will contact Traynor to determine if he needs a facilitator and to finalize dates.
- The tentative date is April 19, 2002 from 9:00-2:30 .
- March 14, 2002 LSAC Meeting Agenda
- Set aside 10-15 minutes for Elena to show a 5-min clip of her homeless video at the March 14th meeting.
- Contact Casa Segura to see if there is something they want from the LSAC and offer them five minutes on the agenda to present a summary of their status after city action.
- Discuss the Redevelopment district: Mariano will present to the group the Eastlake District strategy. Planning Group recommends that the LSAC convene a meeting, use its organizers to get people to attend, invite non-LSAC members and develop a slate of candidates. USC should contact Don to see if he has talked to Arabella regarding what the Fruitvale is doing regarding PAC appointments and elections.
- BULLETIN: We just received word that CEDA has changed the PAC composition and all three community-based organizations will be appointed by the Council member for that district; no elections of CBOs to the PAC.
FOLLOW UP:
- Discuss conducting a skills and capacity inventory of the LSAC members and the LSA.
- Develop a proposal for decision-making for the Planning Committee and the Collaborative.
- Develop a proposal for the LSAC will make decision on requests for endorsements of proposals to Casey and other matters where members or others are requesting endorsement or other support from the LSAC.

Junious convened the meeting and ran through the agenda. There was no quick business to cover.
OCCUR Community Draft Profile
David proposed making a new version of the 1996 Neighborhood Profile, making it virtual as well as printed, expanding the information, and making a CD-Rom version. The purpose is for its use as a tool that can be distributed and used by residents for neighborhood change. He is interested in having it completed by late 2002 or early 2003, in PDF format, and having a translated version for all the major neighborhood languages. His proposal was that LSA and its individual organizations support the effort by writing letters of endorsement specifically for OCCUR to get Casey funding for the project.
The question was raised regarding the procedures of endorsement of the LSAC and a suggestion was made that time be set aside to figure out the process of endorsing a proposal.
The Planning Committee would like to have the new edition include a pullout of the San Antonio region. Next steps are to have a planning meeting to see if the new profile meets the demands and standards of the committee and to make sure that it is an effective tool. If it passes the Planning Committee, the next step would be to bring it to the larger LSAC April meeting. David noted that there are still copies of the last profile for distribution-just request them from him. A suggestion was also made that the remaining profiles be distributed at upcoming community events (Malcolm X Jazz Festival-May 18 th, East Lake Jazz Festival-July 21 st, Agriculture/Roots Festival-Sept. 15 th).
Spokesperson Training
- Karen Stevenson proposed doing a training for LSAC members for the following reasons:
- Media attention on LSA is increasing and all members need to be prepared to answer questions about the collaborative.
- There needs to be a consistency in the message that all members are giving to the media.
- Everyone in the collaborative needs to be confident about and involved in the dialogue about common message of the collaborative.
- The trainings would be held as a series of 4-6, including 7-8 people per training, running for 2-4 hours apiece. It would include a talking points sheet of both Casey and LSAC points. Karen, Fred, and Bart will develop the Casey points, LSAC’s should be taken from what has already been drawn up by the Planning Committee. The talking points sheet is a foundation for members to talk from and expand on. There needs to be a draft of the talking points sheet for the next PC meeting.
Soul Beat Show/Parent Stress Service, Inc.
- Soul Beat Show - Soul Beat is a local cable channel and internet site (www.soulbeat.com) that gives the community an opportunity to express what is going on in the community. The show sparked a lot of interest and questions in the call-in segment, including questions about the city plans and redevelopment. Madge proposed starting Soul Beat for the SA region. The show could feature CBOs during PSAs, as well as market commercial time to area merchants. Madge needs to have a group of LSAC members to work on starting up the show. She was referred to the Newspaper Committee to see if they can take it on within a general “media” category. Madge will attend the next meeting of the NC.
- Parent Stress Service, Inc. - Madge also represented PSS, which is already a member of the LSAC but wants more support and to make a presentation about PSS’s work at the next LSAC meeting. PSS wants to partner with other organizations to spread their services to the larger community. In order to do so they need translation assistance with their materials and to develop multi-lingual branches of their services. The PC needs to schedule a time for them to present at the LSAC meeting. A larger issue came up about doing a skills inventory of the entire LSAC group.
Homeless Video Project
Elena quickly proposed a showing of a 5-minute clip of her video about homelessness at the March 14th meeting. Everyone agreed.
April Retreat
Fred asked about the content, date, and facilitation of the retreat. First, he proposed that the content include Bill Trayner, who specializes in resident engagement. He would take stock of the current situation in LSA, help to set the goals and priorities, and then to talk about strategies for engagement. Fred also proposed that the retreat include information and strategizing about outcomes in Phase II. After discussion, the group decided that the outcomes piece should come after the USC does training for the PC about outcomes and indicators, and that the resident engagement piece is more appropriate for this retreat. Fred will talk with Bill to see if he wants to facilitate the entire meeting. There was agreement on Friday April 19th (all day) for the retreat date.

Casa Segura
Time was running short for items VII and VIII. There were opinions expressed about knowing the decision-making process for the PC and the larger LSAC, as well as how to decide what items should be addressed during both the PC and LSAC meetings. Also, there was a comment that items directly concerning the PC should come first on the agenda, followed by proposals from outside agencies/people.
