Model in pure form. Let promoters and residents decide what needs are. Focus comes in year three around advocacy. Issue of community empowerment to let residents choose priorities—not have to constantly shift discussion back to predetermined issue

What more “action oriented” things could be done in year one. Why not enrollment—it’s not a specific issue. We know it’s a priority. Will be easier to sell this hybrid model to other foundations

Come in with an “exciting theme” but allow people to go in any direction

Start with initial campaign, then go to the assessment, then open up to broader needs
