23rd Avenue Resident Engagement Meeting

Decisions/Agreements:

Short Term

  • The group will meet every two weeks for the next couple of months.
  • Next meeting will be a focused work session on the resident engagement plan. Urban Ecology will present their materials they have developed to take back to Plan’s constituencies
  • EBALDC will take over lead on developing a strategy to approach the City and potential funders/investors.

Updates:

  • EBALDC hire – Will be one FTE, Salary range approx. 32-37k, to staff 23 rd Ave and Real Estate council, working out of Eastlake Office. Job will be posted my mid-June but hiring won’t happen until after the proposal is funded, expected early July.
  • PAC tour of priority areas included 23rd Ave and the Urban Ecology materials. PAC will have workshop to set priorities in July

I. Announcements

a. La Clinica de le Raza seeks residents to participate in their Promotora project to educate peers on community health issues. Contact: Kristen Graser kgraser@laclinica.org and 510-535-1458

Roles, Interests and funding going forward:

The main goal of this meeting was to clarify roles and funding commitments for participants moving forward, as part of EBALDC staff Carl Pascual’s orientation.

EBALDC
Carl Pascual will be overall manager of the 23 rd Ave process. They are prepared to take on overall coordination, leadership and day to day staffing of all aspectd of the implementation of the 23 rd Ave action plan and the real estate piece, as defined in the 2004 work plan.

Urban Ecology
Their role continues to be facilitating the community planning process, at the direction of the Working Group. They will facilitate re-engagement with constituents who were involved in planning and are asking for funding to develop materials for this process. Can also help ID implementation funding sources. They are working on pre-development work for the cultural center under a grant from the Eneterpris efoundation.

Montesinos and Associates
Coordinating all TA for Making Comnnections: For this workgroup, the needs identified have been SACDC Merchant organizing (for which SACDC has requested Casey Funding) and ESAA’s pre-development work on the Cultural Center.

Eastside Arts Alliance
Main work is to start Cultural Center on 23 rd Ave. They are building networks in LSA as a part of this. They also do Public Art Projects in the neighborhood, and offer their space for community meetings, etc. Their general support form Casey ends June 30 th and they are seeking funding from Casey to support their network building activities.

EBAYC
Have been getting $100k a year to support 3 to 5 organizers working around schools, safety and Family Economic Success. Are requesting same for next year. In 23 rd Ave they expect to do some door to door work and work with their base to get them involved in advocacy for the implementation.

Policy Link
Funded as both Casey's national Equitable Development implementation partner and as TARC partner to acquaint sites with the notion of equitable Development. Mostley supporting the Equitable Dvelopment Committee of the PAC. Fopur months left on that grant. They also have a grant to develop evaluation tools for Equitable Development work.

Lao Family has no funding for the work they do on either the housing or the 23 rd Ave corridor work, but as they are located on 23 rd and Foothill, are there as stakeholders. They have an FES grant for their IDA program.

Urban Strategies Council, as overall Site Coordinator, has been to convene, facilitate and participate in strategic planning for the Workgroup. Their continuing role in this workgroup and other LSAC bodies after this years funding, will be decided upon by the Transition Team.
