Decisions: Chris, Victor from Policy Link and SACDC agreed to work together to investigate ways to improve the City’s Facade Improvement program A Constituency-building group to re-engage focus group and community participants, as well as build broader support for the Plan agreed to meet before the next meeting on April 12 th. Project Proposals for the PAC and Redevelopment Agency
The purpose of this special meeting was to report on the status of the development of Plan projects to present to the PAC and redevelopment agency.
Cultural Center
Elena reported on the presentations made to two PAC sub-committees. The PAC will decide on specific project priorities by July. The Pac made no commitments but commercial corridor revitalization is on their list of priorities. City staff think that having the project in two project areas is not a major obstacle.
Pre-development financing is being sought from several sources including LEF Foundation, the Northern California Loan Fund, CCII, and others listed in the cultural center proposal.
Jenny pointed out that committed pre-development funds and an integrated proposal would help with the PAC proposal. Chris Tom emphasized the need to establish specific priorities for Danny and Ignacio to respond to.
Streetscape Improvements on 23rd Avenue
The City Council generates Public Works projects. Wan’s office is looking at whether to put a traffic light at Garfield. Chris Tom will look at the 23rd Ave plan to see how that would fit with the overall plan.
Rehabilitation Efforts Along 23rd Avenue
The discussion focused on problems accessing the City’s Facade Improvement program. Only three businesses or organizations in the area have used it. The largest obstacles are:
