I. Updates

SACDC and EBAYC met with Bart to discuss their grants. Bart needs to know how the $100,000 he has committed will be allocated between the two organizations. They will meet to work this out.

Fred gave an update on the Oakland Sharing the Vision (OSV) strategic planning process. The City is negotiating with Omowale Satterwhite and the consulting firm of MIG for the contract. Casey is currently in discussion with the City on the level of their support for the project. Casey feels strongly that the OSV process should not duplicate or draw energy from the work already going on in the neighborhood. It will be important that the OSV team follow the lead of the Collaborative. A first step should be for the Planning Committee to meet with the OSV team.

Isabel reported that the proposed 23^rd Ave. small school is no longer on OUSD’s priority list. Currently, the District does not have the funding to proceed with this site. Two other locations in the San Antonio are still a priority: La Esquilito and the Blueprint Co.

Neighbors are complaining about the condition of the YEP building. Slobodan offered to work with YEP on a windows exhibit. Jessica will follow-up with Michelle Clark-Clough.

II. Deliverables

The group developed an initial set of deliverables. These deliverables are designed to provide accountability to the Collaborative for the work undertaken by EBAYC, SACDC, and the 23^rd Ave. Corridor Work Group. These deliverables will be further specified and refined by the next meeting. EBAYC and SACDC will further develop their list of deliverables and bring them to the next Work Group meeting on Jan. 7^th.

Deliverables for both EBAYC and SACDC

• Produce monthly written reports for the 23^rd Ave. Work Group to include:
• Budget
• Narrative of activities
• Problematic issues
• Statistics on progress
• The group agreed that the monthly reports should be kept simple with more detailed bi-monthly or quarterly reports.
• The 23^rd Ave. Work Group will have a work plan ready to present to the Collaborative by the February meeting.
• EBAYC and SACDC must attend 23^rd Ave. Work Group meetings.

Deliverables for EBAYC

• By June 30, 2002, 100 parents from Garfield/Franklin district will be regular members of the LSA Collaborative and/or parent leadership councils.
• Out of those 100, there will be 20 Tier 1 leaders who put in time on a weekly basis.
• Those 100 people will be able to reach out to 3 times as many people, so that they can turn out 300 people to a meeting.
• Identify a set of high priority concerns of residents by June 30, 2002.
• Develop an initial action plan by June 30, 2002.
• Hold one community gathering by June 30, 2002.
• Reach out, identify, talk to, and engage youth and young adults along 23^rd Ave.

Deliverables for SACDC

• Reactivate 23^rd Ave. Merchants Association by (date) with (number) of merchants.
• Get businesses connected to the Coliseum Redevelopment Area and Enhanced Enterprise Zone.
• Get Main Street designation.
• Have a business development strategy in place by (date).
• Identify merchant concerns by June 1, 2002.
• Hold economic development summit with a focus on training opportunities for business owners by September 2002.
• Develop a strategy for involving the faith community around economic development and neighborhood crime and safety by (date).
• Produce a report with a breakdown of ethnicity/race of business owners.
• Develop mentorship program for youth enterprise development.

III. Next Steps

EBAYC plans to hire organizers by February 1, 2002. They have someone in mind for a full-time Cantonese speaking organizer and a half-time Spanish speaking organizer. They still want to hire a half-time Cambodian speaker. They will have job announcements ready by December 17^th.

SACDC will hire an organizer by February 1, 2002.

Jessica will follow-up with Christian Crews at the Waitt Family Foundation about the scenario planning process, particularly timing and what preliminary work needs to be done.
