I. Casey Funding
Fred Blackwell announced that Casey has committed $100,000 to the 23rd Ave. project. Casey will provide the remaining $64,000 if needed, but the goal is to raise the additional money from other funders. Casey hopes that the $100K can be used as leverage to attract other funders.
Fred asked whether the work group wanted to be involved in approaching other foundations. The work group would like to be involved. Other potential funders include: Haas, Jr; SF Foundation, Steuart Foundation, State Street Bank, and the East Bay Community Foundation. Don suggested Washington Mutual Bank as a possible funder.
Bart will be in Oakland on Dec. 4-6. He will sit down with EBAYC and EBALDC to negotiate the terms of the grants. Fred hopes that Casey can process the grants by mid-January.
There was a question about whether TARC resources are available to support this project. They can be used to supplement the Waitt Foundation grant for scenario planning and for strategic planning.
II. Budget Review and Allocation
The proposal does not specify who will administer the $37,400 for project expenses and community forums. After some discussion, the group decided to use the initial grant from Casey to cover organizer salaries and the administrative overhead costs of SACDC and EBAYC. David anticipates that EBAYC may have extra money from salaries and other costs to cover some project expenses. The group will decide how to allocate the $37,500 next year when the work is underway.
III. Project Oversight and Accountability
SACDC: Don and Mariano will set-up a meeting to discuss EBALDC technical assistance for the merchant organizing. Don will talk to Stephanie Floyd Johnson at CEDA about NCR funds.
EBAYC: They currently have 4 organizers on staff. They intend to bring to bear the organizing work they are already doing for the Collaborative. Their plan is to hire a Cantonese and a Cambodian speaking organizer. Or, they may hire a Spanish speaking organizer, if they cannot find a Cambodian speaking organizer from the neighborhood. EBAYC wants to do a mini Listening Campaign that will involve one-to-one contacts and a survey to map out what residents’ concerns are and to determine common issues. By February, they hope to have identified issues and be ready to launch some actions.
The group proposed creating a work team composed of Collaborative members to oversee the 23rd Ave. Corridor work. The work team would craft strategy based on what residents are saying.
The organizers would not necessarily have to attend every work group meeting.
At least initially, the work group would meet 2 times per month for 1 to 1½ hours.
The first charge of this work group will be to define a set of deliverables for EBAYC and SACDC. The work group will hold EBAYC and SACDC accountable for those deliverables.
There was a question about whether residents and merchants should serve on the work group. There was agreement that we should bring residents and merchants on as we identify them, but for the time being the current composition is fine. We shouldn’t be too preoccupied with composition issues and allow it to evolve.
