- Streetscape Design Update (Jerry)

- CEDA will choose an on-call urban designer for the 23rd Avenue Streetscape design. The selection for the urban designer might happen in June 2005 and the community meeting might start in July 2005. Many members wanted to know how many community meeting? and how long will it take to select an urban designer?

- CDBG for 23rd Ave tree-planting (Jerry)

- City Council approved the CDBG for Street Trees alongside 23rdAvenue. A revise version of the plan will be due Friday, May 20, 2005.

- 23rd Ave Plan publication update (Robert)

- On May 31 Robert will have the 350 final copies of the 23rdAvenue Action Plan.

- Have Grand opening Celebration in late Summer because the Laundromat is still waiting for PG&E for their final inspection Don will give us an update at the next meeting. Elena will send Mr. Kim a proposal for the Mural for the Laundromat.

- Eastside Cultural Center Update (Elena, Susanne)

- EastSide Arts Alliance Presents 6TH ANNUAL
MALCOLM X JAZZ ARTS FESTIVAL on
SATURDAY, MAY 21ST, 2005, 11-7PM at the San Antonio Park, Oakland and it is FREE.
- The 16 units at the Cultural Center will be ready for occupancy in July 2005 and will have the bottom section grand opening in December 2005.

- Earth Day 2005 Update (Jerry):

23rd Avenue work group coordinated about 90 volunteers to clean up the park at Garfield Elementary School and the streets along 23rd Avenue. Other participating groups included the 23rd Avenue Workgroup of the Lower San Antonio Collaborative, the Youth Employment Partnership, the East Bay Asian Youth Center and Oakland Firefighters - Dept 13.

- Bank of America building Update:

- The Bank of America Building Developers is not planning to continue with their development project because it is not consistent with the city of Oakland zoning laws.

- Ad Hoc Sub-Committee update on reviewing Development proposals on 23rdAvenue: (How can we respond to future developments in 23rd Ave as (1) individual agencies, (2) a 23rd Ave Workgroup, and (3) The LSA Collaborative?) (Susanne)

Rough Draft Process presented by Susanne for reviewing new storefront rehabs or property developments in 23rd Avenue Corridor for example:
A developer approaches 23rd Avenue Corridor Working Group or an individual in the group, or someone at an organization represented in the Working Group about a proposed development or development idea in the 23rd Avenue Corridor (23rd Avenue from E. 12th Street to Foothill Blvd.)
STEPS DESCRIPTION
1. Give developer our 23rd Avenue Developer Packet (packet includes:23rd Ave Plan color brochure and one page request for a short Letter of Intent (LOI) to develop some property or storefront rehab) and ask developer to return a LOI with completed questionnaire back to the Contact Rep for submittal:
Representative from the 23rd Avenue Working Group (Contact Rep) gives the developer/potential developer a packet that has been created by our 23rd Avenue Working Group for this purpose.
2.Let 23rd Avenue Working Group know immediately:
Contact Rep immediately notifies 23rd Avenue Working Group via email that he/she has given a developer packet to [developer]. Let Working Group know the name and project concept and any info gleaned from the initial conversation.
3.When developer submits LOI with completed questionnaire, notify subcommittee:
Contact Rep receives LOI and completed questionnaire from Developer and is responsible for immediately emailing subcommittee that it has been received.
4.Subcommittee may meet to review submittal:
Designated subcommittee member (Jerry?) coordinates a subcommittee meeting for group review of the submitted package before the next monthly 23rd Avenue Working Group meeting if:
A) the development involves purchase of a property in the corridor,
B) the development is on a short timeline for submitting for permits
C) Two or more subcommittee members think a meeting is warranted.
FINAL NOTE: If the development is a smaller storefront rehab, a subcommittee review and report to the 23rd Avenue Working Group may be all that is necessary. We can as a group automatically support a rehab project if we get enough information at the outset. Also the Ad Hoc group will present ground rules at the next meeting
